Isaac PAVLOVSKY is born in 1853 in Taganrog, town of Small-Russia. Studying with the Medico-surgical Academy of St Petersbourg, it is imprisoned in 1875 like militant of the group
"Khojdénié v Narod" - walk towards the people - Exiled in the north of Russia, it joined France in 1878 and becomes the corresponding permanent one in Paris of several Russian newspapers of which "Novoié Vremia", "Rusky Kurier" and "Rossia".
